With billions in biomedical R&D over decades, a globally available genomic sequence of SARS-Cov-2 in January 2020, and global test, trace and vaccine efforts - why have there been millions of excess deaths? The panellists explored themes of context, social acceptability, scale, local vs global challenges and solutions, the complex process of translating lab-proven technologies to real-world impact, decision making at various levels of governance, funding, regulation, interests and incentives.
